[VOTE] Release Apache Qpid Proton 0.27.0

Hi folks,

I have put together a spin for a Qpid Proton 0.27.0 release, please
give it a test out and vote accordingly.

The files can be grabbed from:
https://dist.apache.org/repos/dist/dev/qpid/proton/0.27.0-rc1/

I have failing tests due to valgrind due to invalid memory manipulation:

I checked things over as follows:

- Verified the signature and checksum files.
- Checked for LICENCE and NOTICE files in the archive.
- Ran the build+tests, did an install.
- Built Qpid Dispatch 1.5.0 and master agaisnt it and ran the tests.
- Built Qpid CPP 1.39.0 against it and ran the tests.
- Ran some client examples against the routers and broker.

I am not seeing these errors on a variety of systems.  Would you please tell me

  - Your OS
  - Compiler of choice
  - cmake build arguments

??

Also, can you confirm whether you see similar or no errors from the
0.26.0 release?

Indeed, we have the same problem with 0.26.0. I'm afraid we weren't
launching valgrind tests prior to 0.26.0 (-DENABLE_VALGRIND=FALSE). However,
I don't see a reason why we shouldn't.

- Red Hat Enterprise Linux Server release 6.4 (Santiago)

- default cmake ../qpid-proton && cmake --build . && ctest -VV
- no failures
- ran all c examples
- ran all cpp examples w/exception of service_bus

I checked out the 0.27.0-rc1 tag on a 10.11.6 OSX box with Xcode 7.3.1
- cmake -DCMAKE_OSX_DEPLOYMENT_TARGET=10.11 -DBUILD_RUBY=NO -DBUILD_GO=NO

- no failures
- ran all c examples

+1.  I tested on Fedora 29 x64 using quiver and qtools.  There were no test
failures for me.

Built from source bundle, verified checksum and signature and ran unit
tests on Mac OS X 17.7.0.  No test failures.

I tried the build on F29 and saw the same warning. Trying 0.26.0 this
also occurs, and so it seems it isn't a regression in this release,
but a newer GCC warning.

If I am understanding things correctly the warning is spurious in this
case, aiming to stop you using the source size while copying the
string into the destination not checking the destination size, but in
this case the destination was just allocated using the same size value
and so the length has effectively been checked.

Subsequent googling retured results of a change made to swig as a
result though: https://github.com/swig/swig/pull/1333

I'm not sure if the 'next' there was aimed toward requesting for
0.27.0 via a respin, or its followup. Either way though, as it isnt a
regression and a fix isnt currently ready it can go into a 0.27.1 /
0.28.0 etc release as appropriate once a fix is available. Its its
essentially the same amount of work for me release wise to respin, and
respinning doesnt get that fix out any quicker but just delay the
completed changes waiting since the last release (which was some time
ago).

It doesnt seem like anyone has been able to reproduce this as yet, and
I do know of some RHEL6 test jobs with valgrind that seem to be ok.

Since you appear to see the same issue with 0.26.0 it also doesnt seem
to be a regression, so without further detail or another concrete
issue suggesting we stop then I currently intend to proceed with the
release if the vote is still passing tomorrow.
